Bactaegion adopts a hybrid model: Sociocracy 3.0 on thematic circles + elected council for global governance beyond 50 contributors. Details in GOVERNANCE.md — amendable by RFC.

Phases

Phase 0–1 · 1 to 5 contributors

Romain is principal steward and release captain. The Claude instance (architect) is consultative — no formal decision power. Decisions by direct consent, oral or in a GitHub thread.

Phase 2–3 · 5 to 50 contributors

Adoption of Sociocracy 3.0 on thematic circles (≤ 10 people per circle). Each circle elects a Steward on auditable criteria (Open Badges + minimum 3 months in circle). Terms of 12 months, renewable once consecutively, then 12-month mandatory break.

  • Architecture circle · stack, schemas, contracts
  • Biosafety circle · Safety Attestations, dual-use screening, embargo
  • Communication circle · editorial voice, partnerships
  • Science circles · one per V1 target (CBASS, Viperines, Pycsar, RADAR, Schlafen)

Phase 3+ · beyond 50 contributors

Elected council of 5 to 7 global Stewards, 12-18 month mandates, mandatory rotation. Adjudicates cross-circle RFCs that haven't converged, Safety Attestations rejected by a Biosafety circle, inter-circle arbitration, and changes to PLAN.md non-negotiables (2/3 qualified majority).

Every structuring decision goes through a public RFC. Direct inspiration: Python PEPs, Rust RFCs.

  • Adding, replacing or removing a major dependency
  • Changing PLAN.md non-negotiables
  • Modifying the list of V1 targets
  • Adopting a canonical JSON-LD schema
  • Touching the attestation protocol (Safety, DID, Open Badges)
